E - Governance in Bosnia and Herzegovina

Public administration reform in Bosnia and Herzegovina has been in progress in past fifteen years, ever since the Public Administration Reform Coordinator’s Office has been established in October 2004 pursuant to the decision of the Council of Ministers. Results achieved are, to put it mildly, questionable and Bosnia and Herzegovina needs to make a great leap in implementation of these reforms.

Why it is necessary to have lower labor taxes?

Due to tax policy, in Federation of Bosnia and Herzegovina (FBiH) labor is an extremely costly segment of production. On behalf of themselves and workers, employers are required to pay around 72% of the salary, on top of net salary, for the purpose of taxes and contributions. FBiH has the highest total contribution rate in the region with 41.5% of gross salary, whereas in the Republika Srpska (RS) total contribution rate is only 33%. In Montenegro, the rate is 32.5%, in Serbia 37.8% and in Croatia 37.2% of the gross salary.

Socioeconomic development and (non)corresponding professional education

We live in times of great everyday changes marked by, among other things, education reform but also new business circumstances such as rapid technological development, industry 4.0., digitalization and, unfortunately, massive workforce drain. Changes in business circumstances are caused by other changes as well – system of values is constantly changing and living environment follows. In other words, world is rapidly changing and education is required to follow.

Transparent public procurement system: where private offers meet public needs

Corruption in public procurement is not only expressed in money but also reduction in quality of works and services in all sectors, from education, health to infrastructure and so on, and in the worst case scenario consequences may be lost human lives. in order to reduce such risks to the lowest possible level and encourage fair competition, it is necessary to introduce transparent public procurement process through improvements and implementation of legislation.

To what extent does specialisation and education of judges at commercial divisions influence business climate in Bosnia and Herzegovina

Resolving commercial disputes in Bosnia and Herzegovina (BiH) is time-consuming, courts often violate optimal deadlines and it is questionable whether the companies, even after court rulings, can recover the claims, which is one of the greatest obstacles in creating favorable business environment for many business subjects in BiH.
